April 25-THURS. NIGHT Fun Fly (Non-Sanctioned)  FIRST CLUB MEETING AT THE FIELD, Night fly after meeting. NOT to miss this one, we had a HOOT last  couple years. BRING something lit up, It's easier than you think.

April 27-SAT- Electric Fun Fly (Non-Sanctioned)  Noon-till we quit. Everything and anything electric powered. Intent is to learn more about the options of Electric RC.   Field closed to other forms of flying.

 

PRESIDENT’S CORNER

Well, it seems that I have finally gotten all of my projects out of the way that had been on hold since. Now it’s time to get back on building projects that have been on hold and get back to some flying. Now if Mother Nature would just cooperate. UH OH It's Turkey season. Gotta go pluck some feathers, where did you think the last years Christmas party turkeys came from anyway?

Our upcoming meeting probably promises to be a long one[AGAIN] as we have safety items to discuss. I have come to realize that the larger the group, the less likely of a chance of making everyone happy. All we can ask is that we realize that we can come to an agreement for most, but not everyone will agree with them. I guess the real question is can you abide by them.

I want to promote the
CUB ONLY FUN FLY set for July 13, 2002.
All Cubs from electric park flyers up to and including the upper limits of the AMA guidelines, profiles, any color, any power are all invited. You have plenty of time to build or buy an ARF so get busy and make this a fun event for all. There will be awards for: The most unusual Cub, The most realistic flight and The Best? crash. Hopefully we will not award the last prize. The judges to determine these awards will be the pilots who actually fly. This is planned to be a relaxed Fun Fly. Please plan to enter and fly.

Meeting Minutes for February 28, 2002 by Ernie Schlumberger

President, Tommy Vinci, brought the meeting to order at 7:40pm with 19 members and 9 member applicants in attendance.

Officer Reports:

President, Tommy Vinci, talked about the Club Field Work Day (2/23/02). The trees were cleared in the valley to the right of the runway and the Main road was scraped and modified. He also said that new gravel would be put down on Friday, March 1st.

Tommy said the next Work Day is 3/9/02, and we plan to Extend the Fence, Clear area for Helicopter Pad and work on New Storage Shed (approved Jan. 2001 meeting) to be installed near Porta-Potty in Pine Tree Area. There is also a New Bulletin Board being installed for AMA, Club Field Rules, etc., to be posted and an area designated for members to post items.

Tommy also stated that the Calendar of Events still has open dates which someone could sponsor an event if they choose.

Treasurer, Dave Zeigler, went over the club’s financial reports for February 2002. The club had $945.00 in receipts from membership dues and $456.82 in expenses for Porta-Potty, SEFF Event, and miscellaneous expenses. This brings the total of all accounts to $11, 717.51.

New Member/Training Officer, David Keller, asked for volunteers to help train the large number of new members that have joined the club recently.

Webmaster/Newsletter Editor, Randy Hawkins, said that the New Fly Paper Issues will only be posted on our New site. He is no longer adding any info to the old website but will leave it on the web until the move to the new site is complete. There is now a Bulletin Board on the new website titled "Fayette Flyers Sky Message Board", where you can sell stuff, ask questions or just post your thoughts. Remember this a family oriented club and the Webmaster, can and will, delete anything he deems not appropriate.

Secretary, Ernie Schlumberger, reported that the club has 150 current members as of the start of this month’s meeting.

Old Business:

Vice President, Tom Huckaby, then went over the 6 Proposed By-Law/Field Rule items left from Last month’s meeting that needed to be rewritten. The items were approved and then Tommy Vinci brought the proposals to a vote and both the By-Laws and New Field Rules passed unanimously. They will be posted on the website and at the field.

Member, Earl Robinson, read over the Safety Rules Proposals. He mentioned they were on the web in the December 2001 Fly Paper. There was some discussion about them, but it was recommended to have members review them and send recommendations for changes to Jim Beck. These will be discussed at the next meeting. Remember, at this point, these are still just Proposals!

New Members:

This month, we had 9 new members join our club. Please welcome Don Lindsey, James Robinson, Bill Shimer, Joe Hill, Jason Veitch, John Morris, Jack Wolfe, John Miller and Paul DeWaard.

Broken Prop Award:

Josh Thorner was nominated and won The Broken Prop Award for a crash on the runway while landing. The airplane got too slow to fly and stalled too close to the ground to recover. [and Thanks to Jeff Myers for such a detailed version of the story]


Appeal for Flight Instructors Reprint from Feb issue

Currently we have what appears to be a robust list of instructors; however, this is not truly the case. Many of our volunteers are already club officers with many other duties. Several instructors at any given time are temporarily unavailable and many are specific to glider or electrics only. Simply put, with a club our size we need at least 20 personnel on our roster from which we can obtain enough personnel at any given time to link up with a student on a weekly basis. If you are interested please contact me to volunteer. Please don't worry about equipment as a stumbling block. I have obtained several Futaba buddy boxes and a training cord for Futaba, JR, and Hitec systems. We also have training books to assist with the ground school side of things.

For those of you interested I would point out that simply knowing how to fly a model doesn't necessarily mean you would make a good instructor pilot. Here are some basic guidelines that I feel are critical.

  1. Five years experience logging at least 100 flight hours (equates to at least 400 15-minute flights) in multiple types of aircraft (trainers, aerobatics, pattern, warbirds, gliders, etc.).
  2. Demonstrable flight expertise. The key here is that you can demonstrate that you can safely and consistently fly your own aircraft. Aerobatics are impressive to the casual observer, however, landings and take-offs with precision are true indicators of a solid pilot.
  3. A friendly, yet demanding temperament. Just as important as flying well is having the ability to work with other people in a potentially stressful environment.
  4. Experience as a builder. An instructor pilot’s first task is to assess the flight worthiness of the student's aircraft. Having built a variety kits or having assembled numerous ARFs is a must for gaining the knowledge to judge airworthiness.

Appeal for Building Instructors

Another area sometimes overlooked is with the construction of model aircraft. With the advent of an ever increasing array of excellent ARFs, many members new to the hobby can become quite proficient at flying, yet not actually have developed any skill at building and repairing their own aircraft.

While it is now possible to find a wide variety of beginner to advanced skill level ARFs, when someone does decide to build it is easy to select an aircraft they may be capable of flying, but are not yet capable of building.

Most trainer aircraft are also designed to be easy to build with excellent documentation. Most warbirds, scale aircraft and other advanced aircraft are not, and poor construction usually guarantees a poor flying aircraft.

Consequently, it seems logical that we also develop a list of club members who enjoy building their own aircraft and would be willing to take a new builder under their wing to provide advice and expertise. If you fall into this category of modeler than please contact me so that I may develop a similar list of volunteers.

Grievance Policy Proposal to amend bylaws March 2002 - Tom Huckaby

1. Purpose

The grievance procedure provides a mechanism to enforce existing safety rules and field rules by providing a progressive disciplinary system when needed. Although most complaints can be resolved informally, if a complaint is serious or cannot be resolved informally, the matter should be referred to the Safety Committee for its consideration by means of a Grievance Form to be filled out and turned into the Safety Committee Chairman. At least one witness to the offense is required to sign the Grievance Form.

2. Safety Committee

The Safety Committee shall use its judgment in carrying out action on the following:

(a) A grievance form (copy attached at bottom of page) will be filled out and turned into the Safety Committee Chairman. At least one other witness to the offense is required.

(b) FIRST VIOLATION

a. Viewpoints of both complainants and accused will be considered.

b. Complainant’s name will be disclosed.

c. If a true complaint is found to be valid a verbal reprimand will be given to the accused by the Safety Committee, and this will be recorded in the Committee files.

(c) SECOND VIOLATION

a. Complainant’s name will be disclosed.

b. The accused has the right to a written rebuttal, to be reviewed by the Committee.

c. If the Committee so decides in favor of the complainant, the flying privileges of the accused will be suspended for thirty (30) days. Written notice of this shall be issued and a copy published in the Club newsletter.

(d) THIRD VIOLATION

a. Upon the third verified violation the Committee will notify the accused in writing and the Club members via the Club newsletter that the Club will vote on the expulsion of the accused at the next meeting.

b. Said expulsion will last for a one-year minimum. (Longer if deemed necessary by the Executive committee).

c. A member may be expelled from the Club only upon a two-thirds (2/3) majority vote of the membership present and voting at the meeting.

d. Voting will be by secret ballot at a regular monthly meeting.

e. The expelled member may reapply for membership after the expiration of the expulsion time period.

f.  The third action will not be enforced unless there are three accumulated violations within a two-year period of time.

g.  Any member receiving a Grievance, who directs any retaliation action against the person filing said Grievance, will be subject to immediate expulsion from the Club. This is to include threats, intimidation, physical harm, intentional equipment damage, or any other action deemed to be retaliatory by the Board of Directors.


proposal to amend bylaws March 2002  DISSOLUTION -Tom Huckaby

1. The Corporation may be dissolved with the approval of a two-thirds (2/3)-majority vote of the total membership.

2. Upon the dissolution of the Corporation, the Board shall, after paying or making provision for the payment of all of the liabilities of the Corporation, dispose of all the assets of the Corporation exclusively for the purposes of the Corporation in such manner, to the Academy of Model Aeronautics, Inc., or to such other organization or organizations organized and operated exclusively for charitable, educational, religious or scientific purposes as shall at the time qualify as an exempt organization or organizations under Section 501(c)(3) of the Internal Revenue Code of 1986, as amended, or to such other organization with purposes similar to the purposes of this Corporation, as the Board shall determine. Any of such assets not so disposed of shall be disposed of by the Court of Common Pleas (or similar court) of the county in which the principal office of this Corporation is then located, exclusively for such purposes and to such organization or organizations, as said court shall determine, which are organized and operated exclusively for such purposes.


Proposal to amend bylaws March 2002 RESIGNATION, TERMINATION, DISCIPLINARY ACTION, EXPULSION AND REINSTATEMENT OF MEMBERSHIP -Tom Huckaby

1. Any member in good standing may resign his/her membership by giving written notice to the Club.

2. If any member ceases to have the qualification necessary for membership in the AMA, his/her membership in the Club shall thereby terminate, subject to reinstatement upon restoration of eligibility.

3. This section provides for enforcement of the Safety Rules that are related to flying activities. Any other unacceptable behavior by an individual member or members, as defined by the Board of Directors, become the responsibility of the Board of Directors as stated.  Any individual may be expelled from membership from the Club by a two-thirds (2/3) majority vote of the Board of Directors if, in the Board of Directors’ determination, such individual willfully commits any act or omission which is a violation of any of the terms of these Bylaws, or the Rules of the AMA, or which is detrimental the Club, the AMA, or to model aviation.

4. Any member who is expelled from membership may be reinstated to membership after a one year expulsion only by two-thirds (2/3) majority affirmative vote of the Board of Directors.

5. The Board of Directors shall have the discretionary authority to provide for and to impose disciplinary action for such acts or omissions, which do not justify expulsion from membership.
